Version 0.43 of Perl extension ExtUtils::ModuleMaker is now available on CPAN (http://search.cpan.org/dist/ExtUtils-ModuleMaker/) as is version 0.08 of ExtUtils::ModuleMaker::PBP (http://search.cpan.org/dist/ExtUtils-ModuleMaker-PBP/).

ExtUtils::ModuleMaker was created by Geoff Avery and is a replacement for the most typical use of the h2xs utility bundled with all Perl distributions: the creation of the directories and files required for a pure-Perl module to be installable with make and distributable on CPAN.

ExtUtils::ModuleMaker::PBP subclasses ExtUtils::ModuleMaker to create the same type of distribution framework as its parent, but in the style recommended by Damian Conway in Perl Best Practices (http://www.oreilly.com/catalog/perlbp/).
