The example 1 given in this website by any means looks fairly simple to start with h2xs.
    Which website?!?
No such file or directory at c:/Perl/lib/ExtUtils/MM_Unix.pm line 3079. and line 3079 contanins this statement: open(FH,$parsefile) or die "Could not open '$parsefile': $!"; WEBSITE ==>http://aspn.activestate.com/ASPN/docs/ActivePerl/5.8/lib/Pod/perlxstut.html Any help would be appreciated
    I recommend:
    • using code tags to improve readability (I didn't even attempt to read that),
    • avoiding the "urgent" keyword in subject lines. It generally doesn't increase the probabilities of getting an answer. Most often it actually decreases them.

    urgent :help reqd ...

I have very urgently downvoted your post, and with the same urgency I invite you to read How (Not) To Ask A Question.

Now. Was there anything else you needed that fast?

Obviously Mytest.pm doesn't exist in the location that the script is looking. You need to figure out what the value of $parsefile is and make sure it has the right absolute path.
