    Ok, if your stuff is so unstable as to acctually have to write a program in order to reboot your jonkz, you might want to look into investing in a console server, and mabye an extra serial interface on your device that is doing your routing. Then use expect.pm or a varient to use the terminal software (IE to controll kermit). If the UPS that is attached allows you to utilize a commandline then use that, use socket;, select('stdout'), and print the command to reboot that outlet.
