I am wondering why DBD::Oracle is not available on ppm. It seems to be a major module to me though. Maybe it was just I missed it or don't know how to find it?

    ActiveState no longer supplies a DBD::Oracle ppm package for ActivePerl 8xx because Oracle no longer provides the client libraries for free; see the section on unavailable packages in the ActivePerl-faq2 for details.

    You can use either ppm or manual download to get it from here : http://ftp.esoftmatic.com/DBI/. As to why ActiveState doesn't have it in their repository, you'd have to ask them.
