I understand that you want file3 :

• to have the keys of file2 that are not in file1
• not to have the keys that are in file1 but not in file2

And you want keys from file3 to have the corresponding values from file1.

Is this ok ? Then I suppose than filling file3 with the keys from file2 and their corresponding values from file1 would fit your needs. Am I wrong ? Well, maybe :)
