Core modules IPC::Open2 and IPC::Open3 use the undocumented system 1, ... to spawn a child process in Windows. Dunno if that helps.

undocumented system 1 It's documented briefly in perlport in the alphabetical listing of Perl functions. In my quick test, it didn't seem to help.
