I'm optimistic. We've seen CPAN continue to evolve with cpanratings, annocpan and cpanratings all appearing somewhat recently. I think adding an another alternate, specialized view is a realistic and feasible project, considering the tools need to build it mostly already exist. It's not as if permission is required to undertake such a project, but collaborators, supporters and known potential users are always nice...
