Class::SNMP sounds okay to me, although I had to think about it for a while. If the module's purpose is to set up a framework for other SNMP modules then it fits in with the general idea of Class.

You might also want to send a note to the module admins list at modules@perl.org. There are plenty of people there with quite a bit of CPAN module naming experience to help you. :)
