To pick up on your third point, I suggested to you via the CB that in addition to asking for volunteers here that it may be advantageous to create a project over at SourceForge. In addition to all of the benefits SourceForge offers as far as project management and collaboration goes perhaps there are users on SourceForge who have the skills you require to achieve your goal, and would be willing to help. Sadly not everyone reads Perl Monks and by widening your scope you may find someone out there with the skills and time to help you with this.
