I hope this is sort of what you're looking for. You can get the size of the file by looking at stat on the filehandle given by CGI.

use CGI;
my $cgi = new CGI;
my $fh = $cgi->upload('uploadedfile');
@st = stat($fh);
print "Size: $st[7]";
[download]
