    I remain of the opinion that the requirements analysis stage should be completed before the implementation phases.

    That didn't work for the first few years of Perl 6 (or any other project I've ever seen). Why would it work now?

    I think you also may be missing the amazing amount of feedback that Pugs and PGE have provided to the design team by exploring the emerging design.
