Since you don't want to "re-invent the wheel," may I suggest a search of FreshMeat.net or SourceForge, both of which turned up entries that look to be adaptable to your expressed needs. (The latter, in fact, gave at least one entry in the first 10 specifically mentioning its application toward small B&Bs.)

Do a google search for "perl reservation". Alot depends on what database you are going to use, and whether you are hosting it yourself, or having a third party host it.

Or if you want to write it yourself in Perl, it is perhaps a good opportunity to look into Catalyst.
