Well, first you connect to the email server, then you download the message, then you write it out (in whatever this ".eml" format is).
Perhaps if you gave a micron of context (OS, what kind of email server (POP, IMAP), a link to some sort of reference to this ".eml" format, etc) someone might could give you a more cogent answer. See also How (Not) To Ask A Question.
