My problem was due to capitalization.
Had to be Win32.
I get an error just trying to use RASE:

Win32::RASE::TAPIlineGetTranslateCaps() called too early to check prototype at C:/Perl/site/lib/Win3 2/RASE.pm line 266.

Any ideas?
