in the .bashrc:
export PERL5LIB=/path/to/your/lib

in the MyConfig.pm:
'makepl_arg' => q[LIB=/path/to/your/lib PREFIX=/path/to/your/lib],
i don't know about mbuildpl_arg, should be similar.
