use the LWP Module, it comes with the ActiveState Distribution.
Unfortunately we won't be able to give you a detailed answer, unless you ask a detailed question.
For Information on how to use the module and other Documentation have a look at c:\perl\html\index.html.

Depending on what you're trying to do, you could try SAMIE for Automating IE. Though WWW::Mechanize and LWP work quite well.

    "accessing or opening" websites?

That's just a tad on the vague side!

Do you mean you want to "BROWSE" websites? Uh, turn on a computer, dial up an ISP, open a browser such as FF or Moz or Safari or Konq....

Or, do you mean "SCRAPE" websites? Well, that's a different question; see advice elsewhere in this thread....

So this node offers a couple different answers:

    1. Work hard at making your questions unambiguous
    2. Read this ESSENTIAL guide to questions in the Monastery
    3. Read the docs, pods, html ActiveState provided which are likely in C:\Program Files\ActiveState\... if you did a standard install
    4. ...and please do not be put off too much by the curtness of this node.

<semi-apologetic mode>It's hard to answer questions whose meaning one does not understand and a royal PITA to see users (especially those of your experience) fail to RTFM.</semi-apologetic mode>
