Absolutely. And getting the public worked up over such an important item is a great way to get the masses into motion :)
I took the time to go over the open tickets in CPAN.pm's RT queue:
- Allow CPAN.pm to detect bad/old mirrors is on there, with the promise of a fix
- cpan install $module added last week, with a patch
- Module::Signature warning appears even when no gpg is present contains a patch (this doesn't fix the bigger issues mentioned by the OP)

The community process seems to be working well enough. Not always as fast as we'd like, but impatience is in our nature, right? :)
