Looks like you can get Crypt::OpenPGP from the University of Winnipeg repository. Google is your friend. Also check out PPM::Repositories if you have not already done so. Type ppm install http://theoryx5.uwinnipeg.ca/ppms/Crypt-OpenPGP.ppd from the command line.
