QuickTime format movie file dumper suitable for CPAN?

GrandFather has asked for the wisdom of the Perl Monks concerning the following question:

Some time ago I posted two related nodes in Cool Uses For Perl - QuickTime format movie file dumper and Updated QuickTime format movie file dumper. It seems possible that that code is appropriate for a CPAN module.

I haven't explored the guts of a QuickTime file, so I'm afraid I can't reply to #1-3.
