[cpan://] doesn't link to anywhere useful. Maybe it should go to http://search.cpan.org/ or to http://www.cpan.org/.

    Most link handlers lack a "no target" default as the PM internals didn't support them properly for the longest time. pad:// was the first, and utilized a hacked up workaround. When tye improved the infrastructure making it possible to easily accomodate no-target-defaults they started becoming more common.
