Well, after looking around, the regexp is my preferred method. I ended up doing this:

my $contents = param("$a");
$contents =~ s/(\n|\r)/<br>/g;
$contents =~ s/(<br>)+/<br>/g;
[download]

I suppose you can imagine by now what this is for!
