bing can only be run by a privilaged user (ie; root), so you may want to reconsider running it from a CGI.

From the manpage:

bing determines bandwidth on a point-to-point link by sending ICMP ECHO_REQUEST packets and measuring their roundtrip time for different packet sizes on each end of the link. usage: bing [-dDnRPvVwz] host1 host2 [-c count] [-e samples] [-i wait] [-p pattern] [-s small packetsize] [-S big packetsize] [-t ttl] [-I interface address]
