Not just on CPAN, but it comes with perl: re, the pragma `use re 'debug';` [download] It might just do what you're after.	[reply] [d/l]

From scanning the source it looks like Devel::RegExp allows you to compile regular expressions. That's something I hear people had a problem with prior to 5.6. Since then we use the qr// function which is documented on perlop. There are some OO assembly modules like Regexp::Assemble as well.
