    Not just on CPAN, but it comes with perl: re, the pragma
    use re 'debug';
    It might just do what you're after.

    From scanning the source it looks like Devel::RegExp allows you to compile regular expressions. That's something I hear people had a problem with prior to 5.6. Since then we use the qr// function which is documented on perlop. There are some OO assembly modules like Regexp::Assemble as well. You didn't say what problem you were actually trying to solve.
