    This isn't really a Perl question, but I would suggest writing it in LaTeX and then converting to HTML with a utility like LaTeX2HTML or ThT.

    If you have never encountered LaTeX, then you may want to grab LyX to get an easy to use interface.

    If you're looking to put math on the web, take a look at MathML. It's not very widely supported at the moment, but that should change.
