Rewrite your %ENV before initializing the CGI object: 
use CGI;
use URI;
$ENV{'QUERY_STRING'} = URI->new($ENV{'HTTP_REFERER'})->query;
my $q = CGI->new;
...

Now you can access the referer's parameters with $q->param(whatever).
