      Well, currently Net::SFTP::Foreign doesn't really work on Windows. I have tried to do so, but the lack of local sockets supporting nonblocking IO has been an insuperable problem (well, that, and my own lack of knowledge on this platform :-(.

      The test reports say it works because Net::SFTP::Foreign requires a local SFTP server binary to run most of its test suite and as it can not usually find that in Windows, most of the test suite is just skiped.

      And BTW, patches are welcome!

      update: Net::SFTP::Foreign does work on Windows now. See also this post: SFTP on Windows.
