    Super Search is your friend. Searching titles in SoPW for "Perl IDE" turned up Perl IDE and a similar search for "Windows IDE" turned up In search of a good (and free) Perl IDE for Windows. A search for Eclipse in Meditations and SoPW is likely to be productive too.

    Active State produces Komodo which, while not free, is a pretty good IDE and is reasonably priced for personal use.

    Regards installing Perl on a windows platform, in Installing Perl on a Windows PC from the Tutorials section of this site jdhedden mentions CamelPack which you may want to look at. From the wiki:

    "This is a bundle installer for ActivePerl that also installs a C compiler and make (software build tools), so you can download and build all 10,000 of the latest and greatest modules from the CPAN, in addition to the binary PPM packages for ActivePerl."
