Then your best option is to point whomever came up with the demented requirement to use "perlcc" in the first place and educate them that:

it never really worked
it's been increasingly broken in newer releases (search for "perlcc" in the 5.8.1 release announcement)
it's very possibly going away sometime Real Soon Now (see this thread on revamping the B::* modules)
PAR isn't going away, does work, and is actively supported

If that doesn't fix the problem, my condolences.
