The question is a very broad one, and from my limited experience with web programming, it's not something I have enough experience to even begin to answer.

But you have tried to answer to stumbler's question with a link to a security FAQ from w3.org.

Pardon me for saying this, but that's a little bit like answering a beginning Perl programmer's questions about the difference between lists and hashes by giving them a copy of Programming Perl, and saying "there you go, it's all in there!"

While I commend your new-found ability not to plagiarize material not your own, I think the question deserves more than a "google search" for the keywords in his post.  (What words did you "google" for?  I found that with the words "script security" it was the 9th hit).

Now, have you ever used suEXEC yourself?  I certainly haven't, so if I'm misunderstanding your suggestion, and you're an expert on suEXEC having used it before many times (and just didn't feel it necessary to go into why or how it could be of use to the OP), please feel free to correct me.  And if I'm laboring under the false impression that you are getting PAID to program in Perl as part of your job, by all means please set me straight!

But my hunch is that you googled to find the link you cited, and then searched within it for a buzzword you could throw out to sound like you had an inkling of what you were talking about.

I think you need to spend less time searching the Internet, and more time reading about basic and beginning concepts in Perl.
