You are using some weirdo 16-bit version of gzip.exe and/or have a cygwin library conflict.

and/or have a cygwin library conflict Aaah ... I was indeed using Cygwin's gzip. I've now installed the GNUWin32 version (available from http://gnuwin32.sourceforge.net/packages.html) and the problem goes away. Should've known better than to try and make use of Cygwin.
