    Probably.

    Perhaps the default CSS for that link should make it bigger, bolder, and blinking ... once users are comfortable with the site, turning it off with custom CSS would be simple enough.

      On the one hand, that's a great idea! Setup one element of the displayed page that is totally annoying, but make it a link to the site help pages that, if read and understood (something everyone should do), would lead them to the checkbox in their user settings that would turn off the annoying element, reinforcing that they can customize their "site experience!"

      On the other hand, I wonder why more software/sites don't set initial defaults to highly annoying settings that users have to work through and customize before enjoying the wonderful ... oh, never mind ... I "get it"
