Put simple, write operates on both a filehandle and a format, their association is established via the symbol table, namely
*FH{IO} *FH{FORMAT}

for a filehandle FH. It is possible to emulate write without a typeglob, using formline and the accumulator. See perlform and e.g. Re: How do I print formatted text to a scalar instead of a filehandle?.
