Without mod_rewrite it will be difficult to shoehorn a full path into a CGI invocation. But you could use

http://www.mydomain.com/?loadPage/10/
[download]

and process $ENV{QUERY_STRING} yourself, after adding your cgi to DirectoryIndex.
