None of this stuff is mine, this is Serguei Trocuhelle's PPM repository. I doubt that anyone has the entire CPAN in a ppm repository since there is a percentage of the modules which are not intended for use on a Win32 platform. Did you look at
PPM::Repositories?
"PPM::Repositories - a list of all known ppm package repositories"
Also you may want to look at
http://win32.perl.org/, you may be interested in
CamelPack which is the ActiveState Build plus a C compiler and make. I use
Strawberry Perl at home (work is a Solaris shop mostly).
