ok find my solution
thank you very much for helping me
in the css file i put the backgroud-color after the background and it worked
background: url(images/vbc.jpg) no-repeat fixed top right; background-color: #0e7aef;

    Normally, you'd either specify individual properties separately

    BODY { color: white; font-family: sans-serif; background-color: #0e7aef; background-image: url("images/vbc.jpg"); background-repeat: no-repeat; background-position: top right; background-attachment: fixed; }

    or all in one background: ...

    BODY { color: white; font-family: sans-serif; background: url("images/vbc.jpg") #0e7aef no-repeat fixed top right; }

    As you had no color in the background: specification, I suppose it was implicitly being reset to the default...
