I'm for either an on-site or off-site (what a novel idea) links page maintained by Perlmonks member(s), because the thing you don't get with other, non-PM-related sites is quality. Here, any program mentioned on the Outside Links page was suggested by some monk, who will be a first person to ask about the experiences with that program, something which you don't get easily from other pages. Also, if you know that a certain monk prefers tool A over tool B, you can maybe infer your preferred program from that.

And not to forget the ease of linking to Outside Links from the Chatterbox ...
