The Sybase::CTlib module that I find on CPAN is part of sybperl. The uwinnipeg rep (http://theoryx5.uwinnipeg.ca/ppms/) has a ppm for sybperl:

ppm install http://theoryx5.uwinnipeg.ca/ppms/sybperl.ppd
