So you are not looking for Perl help, rather for someone to translate text from Japanese to English for you? Have you tried Babelfish? It offers Japanese to English translation. Not being able to read Japanese I can't vouch for how good it is. Perhaps it is all you will need, failing that you could search the web for other translation services / forums.
