Because it's the right tool for the job in other ways, perhaps? Perl is more than just glue for building Lego-type programs out of CPAN modules, you know. Some of us even like the language itself - there's a reason this site isn't called cpanmonks. (More pragmatically, there's the issue of compilation; both Term::ReadKey and Term::ReadLine::Gnu are XS modules, and there are plenty of us who can use CPAN but are not able to use XS modules for all kinds of reasons.)
