ExtUtils::Install 0.42 and 0.43 have major bug, fixed in 0.44

Schwern has released an "EMERGENCY RELEASE" of ExtUtils-Install to fix a problem where UNINST=1 became the default. This presents a major problem when installing into a non-standard directory, since it will try to remove "conflicting" modules in the standard directories.
