I'm not a Win32 user either, but as far as I've gathered (mostly from posts made here by some exotic fellow monks*) windows does allow for filenames to be encoded in several different formats.

How to detect which format is used on a operating- or file- system I don't know. I don't even know if the format is OS or FS wide.
