If you can store the pass phrase in your perl program you can do the following

print OUT "$passphrase\n";
close OUT ;

Read the docs of you pgp-program?Perhaps there is an option to store the passphrase in a config-file (that would be very insecure) or to enter the passphrase when starting the pgp-program (as one of the various options).
