    If the connection is dropped or if the query is rejected for another reason (deadlock, permissions, etc), using triggers won't help.

    I don't see how a trigger could help me accomplish what I am trying to do. If the database connection is lost, a trigger will not help to ensure the transaction is accomplished upon reconnection. The application cannot wait until reconnection, it must queue up the transactions until reconnection occurs.
