I think this list is very well-written and covers all of the bases. My only suggestion would be to move the Super Search suggestion closer to the top of the list, for two reasons:

1. If your question has been answered before, then you don't even need to worry about submitting to SOPW...at least not for that question.
2. If someone is in a hurry for an answer and doesn't want to read this entire list, at least if Super Search is near the top he/she is more likely to see it and maybe give it a try...which might lead to point 1.

I knew about some of these things when I joined Perlmonks, but not all of them, and so it will be great to have them all in one place.
