I tried that and it did not work, I had considered that maybe it was just trying to get something in the same directory but that did not seem to be the case. I got a different error then: 
'siteconf' is not recognized as an internal or external command,
operable program or batch file.
NMAKE : fatal error U1077: 'siteconf' : return code '0x1'
Stop.
