Perlmonks is an international site, and we can't guess which country you are in, or which you can travel to. I work as a Perl instructor for a training company, as do many other monks, but it would be a sin to advertise here. Tried Google?
Perl certification is a sore point - most of the community does not want it. Perl is a vast subject and possibly pointless to learn more than you need to get your job done. Opinions vary.
You really do not want to go down the certification road. That invites corporate sponsorship. As Larry Wall said somewhere, and I'm probably about to butcher the quote, if the program does the job, then it's correct. Make that your professional validation.
