To me it depends on how easy I think it will be to find the answer in the fine manual. When someone asks a question about SysV IPC I'm likely to give them the whole solution because I happen to know just how crappy the manuals for that junk are. When someone asks how to get the current year, "perldoc -f localtime" seems like a fine answer.
