It may be a bug - in my copy, the lines:

if ($linebreak) {
    $break = $XHTML ? "<br />" : "<br>";
}
[download]

.. appear, so they know about this already, it's in version 2.752 (what I got here). Perhaps you need to upgrade CGI.pm?
