No, I did not find a permanent solution, but I got closer (I think). See if the Makefile.PL in Making PHP::Interpreter easier to install gets you any further.

PHP::Interpreter has not been updated in a long time, which could lead one to suspect that it only works with a specific, outdated version of PHP.
