  2. Win32::Process::SetPriorityClass (and much more).
  3. Win32::AdminMisc::LogonAsUser() and/or CreateProcessAsUser() (+more).
  4. I think you need windows 2000 or Terminal Server to cap memory or cpu resources on a per process basis.

    Specifically, you need WSRM command line tool or MMC plugin.

  5. Win32::Process::User
  6. Win32::Process::Info or Win2::Process::List.
  7. Access control lists, User profiles, Roaming profiles...?
